SCJ Alliance welcomes Kelly Clark as manager of their Construction Management group. With over 27 years in the industry, one of Kelly’s strengths is developing and implementing quality control protocols to ensure high-quality projects are delivered on schedule and within budget.

“Kelly has proven leadership abilities, exceptional communication and coordination skills, and strong analytical, technical and planning skills,” says SCJ President Jean Carr. “We are fortunate not only for what she brings to our client’s projects but for her mentorship and focus on our team’s professional development.”

Clark has extensive experience working on transportation projects requiring paving, joint utility trenches, signals, illumination systems, stormwater features, sewers, and rail crossings. She’s an expert at assisting agencies through project management reviews and preparing the required documentation for local WSDOT programs. Clark is also well-versed with the processes and requirements of federally funded construction projects and is sought after to provide training to agencies on proper documentation for them.
